Change your clocks, check your smoke alarms

Oregonians encouraged to test smoke alarms when changing their clocks.
Oregon State Fire Marshal Randy Simpson urges residents to test their smoke alarms when changing their clock from Daylight Savings Time to Standard Time Sunday, November 1st.

Oregon smoke alarm laws are different from most other states. Since 1999, Oregon law requires all ionization-only smoke alarms sold in the state to have a hush feature; and if an ionization-only smoke alarm is also solely battery operated, it must come with a long-life lithium battery designed to last up to 10 years.

“Oregonians should first test their smoke alarm battery before automatically replacing it,” says State Fire Marshal Randy Simpson. “If you have an ionization-only alarm that is solely battery powered, it should come with a long-life battery. If your alarm has one of these batteries, you may not need to replace it every time you change your clock, that’s why we encourage you to test your alarm first.”

September Residential Highlights

Sales activity in Lane County saw marked improvement compared to September 2008. Closed sales grew 23.2% and pending sales were up 38.4%. New listings fell 4.8%.
Comparing September 2009 with August 2009, closed sales increased 11.7% (297 v. 266). Pending sales were up 5.3% (357 v. 339). New listings decreased 11.3% (519 v. 585).
At the month’s rate of sales, the 2,030 active residential listings would last approximately 6.8 months.
Third Quarter Report
Comparing the third quarter of 2009 with the same period in 2008, pending sales increased 17.9% (1,000 v. 848) and closed sales were up 5.1% (920 v. 875). New listings fell 5.2% (1,756 v. 1,853).
Sale Prices
The average sale price for September 2009 was down 6.2% compared to September 2008, while the median sale price dropped 9.2%. See residential highlights table below.
Month-to-month, the average sale price and median sale price were mixed when compared with August; the average sale price ticked up 0.5% ($229,400 v. $228,200) and the median sale price was down a slight 0.9% ($197,500 v. $199,300).

Like kicking the tires, the Ramseyer family checked out a new house in Junction City this summer.

They liked the size: 2,500 square feet, plenty of room for the boys and the office and everything else. They loved the layout: Open kitchen, dining, living area — a really great room.

And then they looked at the Energy Performance Score (EPS), a brand new corollary to the miles-per-gallon sticker on a car, which told them — among other things — just how much it would cost to heat, cool and light the new house: $1,029 a year. $86 a month

“That helped set our minds on wanting this house and not having to worry about it not being constructed properly,” said James Ramseyer, patriarch of the four-member family. “The utility bill here will be less than at our old house — and our old house was half this size.”

Mortgage Rates Below 5%

WASHINGTON — Mortgage rates fell this week, with the average rate on 30-year fixed-rate mortgages falling below 5% to a four-month low, according to Freddie Mac’s weekly survey.
